It's not just a checkbox you can click with your payment processor. This hurts the developers and the players, because there's no guarantee the keys will work, they won't be able to get the support they need due to missing proof of purchase. Steam put a lot of effort into making it difficult for resellers to get the game cheap and sell it on other websites.
